Analysis: Connecting the dots from Bulgaria to Syria
The attack on Israelis in Bulgaria has hallmarks of the Iran-sponsored Hezbollah, but some differences as well.

Eighteen years after blowing up the AMIA Jewish Community Center in Buenos Aires – an attack that killed 85 people – Hezbollah appears to have struck again, this time in Bulgaria.
While it is difficult to disconnect the two attacks due to the amazing timing, there are some differences, most importantly the chosen target.
In 1994 in Argentina, a van with hundreds of kilograms rammed into the AMIA center, killing dozens and wounding hundreds. Wednesday’s attack appears to have been caused by a bomb planted on the bus. While the attack is severe, it is not of the scale of what happened in 1994.
The fact that the attack is of a smaller scale than 1994 demonstrates the difficulty Hezbollah faces today in carrying out large-scale attacks against Israel.
This is due to the world’s efforts to crack down on Iran and its terror proxies over the years in addition to Israeli efforts to bolster its intelligence and defense ties with countries which it feared were not taking the threat seriously.
An example of this appeared in 2010 when then-Mossad chief Meir Dagan visited Sofia and met with Bulgarian Prime Minister Boyko Borisov. The Bulgarians released a rare photo of the two meeting at the time.
The question now is what Israel will do. While Prime Minister Binyamin Netanyahu and Defense Minister Ehud Barak vowed a “powerful response”, Israel will first need to obtain concrete evidence against the perpetrators and the plotters.
In general, Hezbollah is understood to prefer an attack overseas – against an embassy, an airplane or a consulate – rather than one along the northern border since this would allow it a level of deniability, like it did on Wednesday evening when shortly after the attack, it issued a statement denying it was involved.
Either way, there are officials within the defense establishment who believe that such an attack needs to be met by a fierce response.
A few months ago, for example, IDF Chief of Staff Lt.-Gen. Benny Gantz warned Hezbollah not to test Israel’s resolve by perpetrating a terror attack against an Israeli target overseas. If Israel does not respond, it could be perceived as a paper tiger.
Other officials believe Israel should not go to war over just any attack, and the country’s reaction would need to depend on the chosen target and of course the outcome, i.e. the number of casualties. Basically, is the number of Israelis killed in Bulgaria enough to justify a response that could lead to a war?
This is how the attack in Bulgaria connects to another bombing that happened earlier in the day in Damascus and wiped out some of Bashar Assad’s most-senior advisors, including his defense minister and more importantly – his brother-in-law, the deputy defense minister.
The situation in Syria – described by one defense official as a massive earthquake – is extremely unstable right now and Israel’s primary concern – above all – is the possibility that Hezbollah or another rogue actor will try to get its hands on Assad’s chemical weapons.
If this happens, Israel might attack, a move that could easily and failry quickly develop into a full-scale war and suck in Hezbollah as well.
In addition, while the attack in Bulgaria is severe, it might not be enough to require an immediate response. Instead, the government will likely take time to calculate its moves before striking back but above all will it will first work to create an intelligence dossier to prove to the world that Iran really was behind the bombing.
6 Israelis Killed in Bulgaria; Netanyahu Blames Iranians
Damaged buses at Bulgaria’s Burgas airport on Wednesday after at least four people were killed and over 20 injured by an explosion on a bus carrying Israeli tourists outside the airport.

BERLIN — A bus carrying Israeli tourists exploded in a fireball on Wednesday outside an airport in the Bulgarian city of Burgas, killing at least six people and wounding dozens more in what Bulgaria, Israel and the United States called a terrorist attack. Israel quickly blamed Iran.
Photographs and video taken at the airport showed billowing black smoke from the explosion that left the bus a blackened skeleton, scorched several buses nearby, shattered windows and forced the airport to temporarily close. Eyewitnesses quoted by Israeli news media said some victims were on fire as they tried to escape the flaming bus and that many had suffered severe burns.
The Bulgarian Foreign Ministry said on its Web site that the country’s president, foreign minister and interior minister rushed to the scene and that the authorities were working on the theory that the explosion “was a terrorist attack” but did not specify who might be responsible.
In Washington, President Obama said in a statement that he strongly condemned “today’s barbaric terrorist attack on Israelis in Bulgaria.”
The Foreign Ministry said at least six people at died and 30 wounded. At least four victims ferried to the local hospital had suffered burns and shrapnel injuries, a hospital official said. All the victims were Israeli except for the Bulgarian tour operator.
Prime Minister Benjamin Netanyahu of Israel convened security consultations following the bus explosion, which he called a “terror attack in Bulgaria.”
“All signs point to Iran,” Mr. Netanyahu said in a statement released by his office.
There was no immediate comment from Iran. But Mr. Netanyahu and other Israeli officials pointed out that the bus explosion came on the 18th anniversary of a bombing of an Argentine Jewish center in Buenos Aires that killed 85 people and wounded hundreds, an attack that Argentine prosecutors have blamed on Iran.
Bellicose adversaries, Israel and Iran have a long history of accusing each other of terrorist attacks. Iran has blamed Israeli agents for a string of assassinations of Iranian nuclear scientists over the past five years, for which Iran has vowed revenge. Israel has accused Iranian agents of attacks on a range of Israeli tourists and diplomats in at least a half-dozen places around the globe.
“Over the last few months we have seen Iran’s attempts to attack Israelis in Thailand, India, Georgia, Kenya, Cyprus and other countries,” Mr. Netanyahu’s statement said. He called the pattern a “global Iranian terror onslaught and Israel will react firmly to it.”
Burgas, on the Black Sea, is a popular destination for Israelis. The explosion occurred outside the arrivals terminal shortly after the victims arrived via a charter flight from Tel Aviv with 154 people including eight children.
“We were just getting on the bus when suddenly someone came near the bus’s front door and exploded,” Gal Malka, who was aboard the bus when it exploded, told a television station. “We heard a boom and next thing we saw were body parts scattered on the ground, there were wounded people also on the ground. I could see a burned hole in the side of the bus.”
The bus went up in flames following an explosion. Others described an explosion powerful enough to shatter windows. A spokesman for Israel’s private search and rescue organization, ZAKA, said it was preparing to send a medical team to Bulgaria.
Burgas is roughly 250 miles east of the capital of Sofia. In recent years Burgas has become popular as an inexpensive destination for groups of Israeli teenagers taking trips after finishing high school and before their military service.
Oren Katz, another Israeli eyewitness, described tamping down the flames of a woman who had caught fire. “It was strange that there were so many security people around but none of them seemed to be focused on actually helping the wounded people, and couldn’t believe that I of all people was the one taking care of this burning woman and stopping her from burning up.”

Israel sending experts to assist Bourgas bomb investigation, plane to take injured home

Israel’s foreign ministry has formed a team of experts to fly to Bourgas and assist local authorities in the investigation of the bomb explosion that left a reported seven people dead on July 18 2012.
Israel also was reported to have organised an aircraft to fly to Bourgas to return home those injured in the blast and able to travel.
Bulgarian Prime Minister Boiko Borissov said, “this terrible incident is a shock to all us. Nothing can justify the deaths and injuries of innocent people.”
“I express my sincerest condolences to the relatives of the dead and sympathies to the victims for their pain. At this tragic time, the people of Bulgaria feel the grief of the relatives of the dead and injured. I pledge that we shall investigate this incident so that those responsible may be punished to the fullest extent of the law,” he said.
Bulgaria would continue to fight against all forms of terrorism, which cannot under pretext be justified. “We shall work to guarantee the security of every Bulgarian and foreign citizen in this country,” Borissov said.
The tourists arrived in Bulgaria from Tel Aviv on an Air Viva charter flight № 392 at 4:43pm local time. On board were 154 passengers, including 146 adults and eight children. Among the passengers were one Italian, one Slovak and oneUScitizen. All the others are citizens ofIsrael.
Bulgarian authorities are working on the theory that this was a terrorist attack.
There has been no confirmation of a Bulgarian media report that the tour operator had received a telephone threat ahead of the arrival of the tourists, allegedly saying that they would be welcomed with two bombs.
Separately, Interior Minister Tsvetan Tsvetanov said that Bulgaria had received no advance signals about possible terrorist attacks.
Acts of terrorism are practically unknown in Bulgaria’s history in recent decades. The most recent was a train bombing about 30 years ago.
Security at the Israeli embassy in Sofia and Jewish community centres was stepped up, and additional security measures were imposed at other Bulgarian airports, rail and bus stations after the blast. The website of Sofia Airport ran a ticker message asking passengers to arrive two hours before their flight times, adding that the airport was operating “under a normal regime with stricter security measures”.
Media reports quoted Bulgarian Foreign Minister Nikolai Mladenov as saying that he would ask the UN Security Council to condemn the Bourgas Airport bomb attack.
On July 18, US president Barack Obama said: “ I strongly condemn today’s barbaric terrorist attack on Israelis in Bulgaria.
“My thoughts and prayers are with the families of those killed and injured, and with the people of Israel, Bulgaria, and any other nation whose citizens were harmed in this awful event.”
These attacks against innocent civilians, including children, are completely outrageous, he said.
“The United States will stand with our allies, and provide whatever assistance is necessary to identify and bring to justice the perpetrators of this attack. As Israel has tragically once more been a target of terrorism, the United States reaffirms our unshakeable commitment to Israel’s security, and our deep friendship and solidarity with the Israeli people,” Obama said.
French foreign minister Laurent Fabius said that France condemned the terrorist attack in the strongest terms, describing it as a “heinous and cowardly” act. He expressed condolences to the relatives of the dead and wished a speedy recovery to the injured.
“In these tragic circumstances, France manifests its solidarity with the Israeli authorities in the fight against hatred and terrorism.” France expressed its full support to the Bulgarian authorities in the knowledge that they would make every effort to identify, arrest and bring to justice the perpetrators of the attack.
