Congress balks at small military budget cuts

If you want an example of just how difficult it can be to trim back the federal budget, look no further than the floor of the House on Wednesday, as lawmakers easily rejected a plan to reduce spending on military bands.
Yes, you read that right – military music bands.
This year, military bands have a budget of $388 million, which covers 140 different musical groups and over 5,000 musicians in the military.
Rep. Betty McCollum (D-MN) wanted to pull that budget number back to $200 million – which still might seem like too much to some taxpayers.
“The Pentagon is on pace to spend $4 billion over the next decade on military bands,” said McCollum, as she asked the House to chop $188 million from the military music budget for next year.
But McCollum ran head first into veteran lawmakers with strong ties to the Pentagon, who frowned on her bid to rein in this part of the military budget.
“This is not a good idea,” said Rep. C.W. “Bill” Young, who said it was a plus to have military bands perform around the country.
“This country needs a good shot of patriotism, because we’ve had too much negativism,” Young said on the House floor.
Young didn’t have to flex much of his Appropriations Committee muscle, as the votes rolled in overwhelmingly against the budget cut, again demonstrating that the idea of spending cuts sound great until those plans are brought up on the floor for a vote.
The final tally was 250-166 against the military band budget cuts. You can see how your lawmakers voted on the U.S. House web site.
A few minutes after the House dispatched the military bands amendment, there was another example of the difficulty involved in budget cuts, as the House rejected a plan to cut $72 million from the budget to stop Pentagon sponsorships in major sports like NASCAR.
“Number one, it’s not effective,” said Rep. Jack Kingston (R-GA), who cited $26 million in sponsorship spending by the National Guard, which delivered the Guard only 20 potential recruits.
And not one of them joined up according to the military.
“Zero recruits – not effective,” said Kingston. “We can spend this money a lot better than we are spending today.”
Kingston said the sponsorships at NASCAR events are a good example, because most of the audience is too old to join the military.
The Georgia Republican said he asked the Pentagon earlier this year for figures on what their sponsorship spending means in terms of actual recruits, but they didn’t have any hard figures.
“The Army can’t tell us how many recruits they get from this,” said Kingston, who noted that last week the Army officially ended its NASCAR sponsorship.
But like the bid to cut money for military bands, the idea of getting rid of military sports sponsorships fell flat, as it was defeated on a vote of 216-202.
That vote broke more along party lines with a majority of Republicans against the sponsorship budget cut and Democrats for the plan that failed. You can see that vote on the House website as well.
While $72 million for sports sponsorships and $188 million for military bands doesn’t come close to solving the budget deficit, they are good examples of how budget cuts of all kinds face an uphill battle in the Congress.

Even conservatives who support a dominant US military like myself find it hard to believe there is no room for austerity measures within the military budget. If we as a country are ever going to be serious about getting our national debt under control, there can be no sacred cows.

2 Trillion dollars so far to fight two unconstitutional and unwinnable wars in the middle east. There is where we need to cut. Bring all the troops home to actually defend america. We could cut many hundreds of billions from the budget easily if we would focus our military on defense instead of empire building on behalf of the military industrial complex and Israel.

Total estimated cost of the wars in Iraq and Afghanistan since 2001: $1,353,885,876,550. Total estimated cost of military bands since 2001: $4,268,000,000. This leaves us with a difference of $1,349,517,876,550. There have been an estimated 105,052 -114,731 civilian deaths as a result of the conflict in Iraq since 2003. Include the combatant deaths and that number reaches around 162,000.
I implore you to double check your priorities and fight the fights that are actually worth fighting.
Also, last I checked nobody died during a military band concert or ceremony.

It is important to understand that the president, Ben Bernanke, and Harry Reid in the senate have stated that we cannot cut any spending at this time; and that we must spend every penny of the amount set forth in last year’s budget agreement. The president just wants money to be spent, no matter how useless the purpose.

In 2006, at the height of the conflict in Iraq, we performed many concerts at camps in Baghdad. One evening, there was a Soldier in the audience who looked like he had been though Hell that day. His uniform was full of dried mud and his face was blackened from the residue that comes from firing one of the many large weapons normally mounted atop a vehicle. He came up to me after the show and was crying. He told me that during that week, he had watched his buddies die in an IED attack and lost a couple more during a raid. He thanked us profusely for playing that day since it got his mind off his losses and onto home and his family. I like to think that by giving him the emotional break he needed, he was able to get back to the fight with a clear head and possibly, save the lives of his teammates rather than endanger them. We were able to get to places that Grammy winning artists couldn’t or wouldn’t go. Those are the Soldiers that need a boost in morale the most. Also, as a bugler, I’ve played Taps for many of our fallen. For no other reason than this do I serve our Country through music. I’m happy to hear that our lawmakers have gotten this part right. If we as an Army Band aren’t there to boost the morale of our Soldiers closest to the battlefield and honor them at the graveside, who will?

Maybe if US bands used bagpipes, which have been described as a “weapon of war” (likely by someone forced to stand next to one for an extended time?).
I do get the need for the bugle for get up, go to bed, charge, retreat, RIP/amazing grace (and maybe some version of here come da prez), but, d@mn, the rest is a real waste of money–musicians are intentionally kept behind the fighting, so have the musicians be volunteers w/USO.

LD – I absolutely agree with your sentiment about where budget cuts should start…with luxury benefits.
I do feel the need to report that I have never heard of anyone from USO entertainment that got to the grimy places we performed at. I did state that there were places they wouldn’t go. My story comes from one such place.
I can say that musicians, by nature, are frugal people. The wealthy stardom most of America sees on TV is the absolute minority of musicians. Most of us are used to scraping by from gig to gig on “the ramen noodles every night” budget. That financial standard is carried over into our military bands. IMO, we are already operating at or below what I believe is the bare minimum to get our jobs done. For example, there are Army Bands that cannot provide buglers to every Veteran’s funeral in their area, simply because we don’t have enough of them to go around. To say that any veteran will be given their final Taps via recording because the US Army doesn’t have a bugler to send is an outrage to many. I’m happy that those who feel this way have reached out to their lawmakers and this vote showcases it. I’m also happy that there was, and is, a healthy debate regarding it.
